On Monday evening, the Richmond Heights City Council approved roughly $2.1 million in incentives for Cheshire Inn developer, Bob O’Loughlin, who is spending nearly $11 million in renovations of the property. St. Louis has also offered 10 years of property tax abatement for the project.
